ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied as stale and incomplete. If Plaintiff wishes to pursue this litigation, by March 6, 2019, Plaintiff must address the filing fee for this action, either by (1) submitting a completed in forma pauperis application that is certified by an appropriate jail official and includes a certified trust fund activity statement for the six months preceding Plaintiff's submission of his complaint (July 13, 2018, through January 13, 2019), or (2) pre-paying the full $400.00 statutory filing fee. Failure to do one of the foregoing by that date will result in dismissal of this case. The Clerk is directed to send a copy of this order to Plaintiff, along with an in forma pauperis application form. Consideration of Plaintiff's complaint #1 is deferred, and Plaintiff's motion for attorney representation #4 is denied without prejudice to renewal after Plaintiff resolves his fee status.
