Filing 4 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied without prejudice. Plaintiff must either: (1) pay the full statutory filing fee of $400; or (2) submit a signed and certified renewed in forma pauperis application that attaches trust fund ledgers from approximately March 15, 2019, to the date that he complies with this order. If Plaintiff fails to address his fee status by December 4, 2019, the Court will summarily dismiss this lawsuit. Plaintiff is placed on notice that he must promptly submit a change-of address notice if he is transferred to another facility or released. If he fails to comply, this action will be subject to summary dismissal with no further warning.
