Filing 7 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of confinement to deduct $19.17 from Plaintiff's account for payment to the Clerk as an initial partial payment of the filing fee, and to continue making monthly deductions as detailed in this order. The Clerk is directed to send a copy of this order (electronically if possible) to (1) the trust fund officer at the Metropolitan Correctional Center and (2) the Court's Fiscal Department. Following initial review, Plaintiff's complaint #1 is dismissed for failure to state a claim on which relief may be granted. The dismissal counts as one of Plaintiff's three allotted dismissals under 28 U.S.C. 1915(g). Plaintiff's motion for attorney representation #4 is denied as moot; the Court adds that recruitment of counsel would not have helped Plaintiff as with or without counsel, his claims fail as a matter of law.
