Filing 8 MINUTE entry before the Honorable Manish S. Shah: The application to proceed in forma pauperis #4 is granted. The motion for attorney representation #5 is denied without prejudice. Plaintiff has made no effort to find an attorney on his own, he has some college education, and at this early stage of the case recruitment of an attorney is not necessary. The complaint is dismissed without prejudice. Using a form complaint, plaintiff has checked the box to allege that defendants conspired to violate plaintiff's civil rights but plaintiff did not offer any explanation of what he means. He attached two exhibits (a copy of an Illinois court opinion from 2000 and a lease between plaintiff and the Frederick Douglass Crusaders & League) but these documents don't provide the court with a plausible allegation that plaintiff's rights were violated by any state actor. The court does not understand what plaintiff is complaining about. Plaintiff must try again and provide a statement in his own words about what defendants did to him and how that violated his civil rights. Any amended complaint must be submitted by 10/1/21. If no amended complaint is filed, this case will be dismissed with prejudice for failure to state a claim and failure to prosecute. Notices mailed. (psm, ) |
