ORDER signed by the Honorable Edmond E. Chang. For the reasons stated in the Order, the petition #1 is dismissed in light of the bar in Younger, and the motion #3 to stay the state criminal proceedings is denied. This is a final decision ending his case in this Court. The Court also declines to issue a certificate of appealability. Pancratz is advised that future frivolous federal habeas petitions seeking to challenge his pending state criminal case may result in sanctions or a recommendation to the District's Executive Committee to impose a filing bar against subsequent 2241 petitions unless he obtains prior permission to do so.
