November 8, 2021 Filing 4 MINUTE entry before the Honorable Edmond E. Chang: The Court has reviewed the complaint (filed as a "Petition for Redress of Grievances"), R. 1, and issues the following inquiry on venue and personal jurisdiction. The complaint alleges various civil-rights violations, among other claims. R. 1 at 1, 3, 5, 7. But the Plaintiff is a citizen of Iowa, all of the alleged events appear to have taken place in Iowa, and the Defendants are all citizens of Iowa. Id. at 1. This includes the individually named police officer, the Davenport Police Department, and of course the City of Davenport, Iowa. In light of these allegations, venue appears improper for failing to satisfy either 28 U.S.C. 1391(b)(1) or (b)(2), nor would personal jurisdiction appear to be proper in this District. On or before 11/18/2021, the Plaintiff shall file a memorandum explaining why this case should not be dismissed for improper venue (or at the least transferred to the appropriate district in Iowa). To track the case only (no appearance is required, the case will not be called), a status hearing is set for 11/26/2021 at 8:30 a.m. Mailed notice (mw, )
