ORDER: By order dated November 19, 2021, the Court granted Plaintiffs motion for leave to proceed in forma pauperis #5 . Because he was incarcerated when he initiated this lawsuit, Plaintiff must still pay the filing fee but may do so in installments. See 28 U.S.C. 1915(b)(l), (b)(2). The Court orders the trust fund officer at Plaintiffs place of incarceration to deduct $25.80 from Plaintiffs account for payment to the Clerk of Court as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. The Clerk of Court shall send a copy of this order to the trust fund officer at Plaintiffs present place of incarceration and to this court's fiscal department. The Court also dismisses Plaintiffs complaint, as well as this case in its entirety, for the reasons discussed below. Plaintiffs claims under 42 U.S.C. 1983 are dismissed with prejudice for failure to state a claim on which relief may be granted. Any state-law claims are dismissed without prejudice to Plaintiffs ability to seek redress in state court. Nothing in this order shall be construed as reaching the merits of any state-law claims. ORDER: Plaintiff avers that he is in custody at the Cook County Jail, has had income of $1,090 total in the last twelve months, and has no other assets. Accordingly, his motion for leave to proceed in forma pauperis #3 is granted. His motion for attorney representation #4 is denied at this time.
