April 10, 2023 Opinion or Order Filing 5 ORDER: On March 1, 2023, Plaintiff-Appellant Maha Fahad Ali invoked this Court's jurisdiction under 42 U.S.C. 405(g) and 42 U.S.C. 1383(c)(3) to review a decision of the Defendant-Appellee Commissioner of Social Security denying Plaintiff's application for supplemental security income benefits for a lack of disability. (Dkt. 1). He moved to proceed in forma pauperis without the full prepayment of filing fees. Title 28 U.S.C. 1915(a) permits the Court to authorize Plaintiff to proceed in forma pauperis if he is unable to pay the $400 mandated filing fee. The statute "is designed to ensure that indigent litigants have meaningful access to the federal courts." Neitzke v. Williams, 490 U.S. 319, 324 (1989). Plaintiff is eligible to proceed in forma pauperis if paying the filing fee would prevent him from purchasing the necessities of life. Zaun v. Dobbin, 628 F.2d 990, 992 (7th Cir. 1980). Plaintiff states that he has been unemployed since June 2021, and his only income from the past year is $609/month in public benefits. (Dkt. 2 at 1). He has no other assets. (Id. at 2). He supports four minor children. (Id.) Plaintiff has demonstrated that paying the $400 filing fee would prevent him from purchasing the necessities of life.
