Perry; therefore IT IS HEREBY ORDERED that the attached list of 290 cases be reassigned to the Honorable April M. Perry; and IT IS FURTHER ORDERED that all parties affected by this Order must review the Honorable April M. Perry's webpage on the Court's website for the purpose of reviewing instructions regarding scheduling and case management procedures; and IT IS FURTHER ORDERED that any civil case that has been reassigned pursuant to this Order will not be randomly reassigned to create the initial calendar of a new district judge for twelve months from the date of this Order; and IT IS FURTHER ORDERED that the Clerk of Court is directed to add the Honorable April M. Perry to the Court's civil case assignment system during the next business day, so that she shall receive a full share of such cases; and IT IS FURTHER ORDERED that the Clerk of Court is directed to add the Honorable April M. November 1, 2024 Opinion or Order Filing 8 ORDER: The Court grants Plaintiff Anthony Roland's application to proceed in forma pauperis #4 . 28 U.S.C. 1915 "allows a litigant to commence a civil... action in federal court in forma pauperis by filing in good faith an affidavit stating, inter alia, that he is unable to pay the costs of the lawsuit." Neitzke v., Williams, 490 U.S. 319, 324 (1989). An individual "must represent that, because of his poverty, he is unable to pay court fees and costs while also providing necessities for himself and his dependents." Maboneza v. Kincaid, 798 F. App'x 19 (7th Cir. 2020) (citing Adkins v. E. I. Dupont de Nemours & Co., 335 U.S. 331, 339 (1948)). Roland's application indicates that he receives approximately $1,200 per month from his employment, which is not enough to cover his cost of living, and has no other sources of income or assets other than a modest bank-account balance. Roland's income falls below the federal poverty guidelines and indicates he is unable to pay for both court fees and life's necessities. The Court therefore grants Roland's application to proceed in forma pauperis #4 . The Court has received a completed USM-285 form from Roland. The Court directs the Clerk of the Court to issue summons for service of Roland's complaint on Defendants and to forward the completed USM-285 form, summons, and Roland's complaint to the United States Marshals Service to effectuate service of process on Defendants. The Court appoints the U.S. Marshal to serve Defendants. The Court authorizes the Marshal to send a request for waiver of service consistent with Federal Rule of Civil Procedure 4(d) before attempting service. Signed by the Honorable Jorge L.
