Filing 11 ORDER: Plaintiff's renewed application for leave to proceed in forma pauperis ("IFP") #7 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $1.85 from his account as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The complaint #1 is dismissed without prejudice for failure to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that states a federal claim against proper defendants. Failure to do so by July 30, 2020, will result in dismissal of this lawsuit. Plaintiff's "motion for status" #9 is granted to the extent that this order provides the requested update. In the future, however, Plaintiff should wait a reasonable time (at least a month, barring an emergency) before contacting the Court regarding the status of previous filings. Finally, Plaintiff's "Declaration for Entry of Default" #10 is denied for the reasons given below. The Court directs the Clerk of Court to send copies of this order to: (1) the trustfund officer of the facility having custody of Plaintiff; (2) the Court's Fiscal Department; and (3) Plaintiff himself (along with a civil rights amended complaint form).
