ORDER - ON CROSS MOTIONS FOR SUMMARY JUDGMENT; We hereby DENY Plaintiff's Motion for Summary Judgment Docket No. 43 , GRANT in part Defendants' Motion for Summary Judgment Docket No. 41 as it relates Plaintiff's Fourth Ame ndment claims brought pursuant to 42 U.S.C. § 1983, as well as his state-law claims of defamation, malicious prosecution, and intentional infliction of emotional distress.
