ENTRY ON CROSS-MOTIONS FOR SUMMARY JUDGMENT - The court holds that the Management Rights Clause and the Recognition Clause are adequate bases for arbitration in this case. Accordingly, the Union's Cross-Motion for Summary Judgment 20 is GRANTE D, and Clark REMC's Motion for Summary Judgment 15 is DENIED.
