Filing 6 Amended Order Dismissing Complaint and Directing Further Proceedings - Plaintiff Ezekiel I. Taylor, an inmate at the Marion County Jail, brings this civil rights action alleging that the Marion County Jail provides inmates inadequate access to legal materials. Plaintiff's claim is dismissed for failure to state a claim on which relief can be granted. Mr. Taylor brought this action without prepaying the $400 filing fee or seeking in forma pauperis status. He shall have through September 20, 2019, to pay the fee or demonstrate his financial inability to do so. The clerk is directed to send Mr. Taylor a form for seeking in forma pauperis status with his copy of this Order. Although the plaintiff's claims are dismissed, the Court will not yet dismiss the entire action. Instead, the plaintiff shall have through September 20, 2019, to file an amended complaint. Filing 4 Order Dismissing Complaint and Directing Further Proceedings - Plaintiff Ezekiel I. Taylor, an inmate at the Pendleton Correctional Facility in Pendleton, Indiana, brings this civil rights action alleging that the Marion County Jail provides inmates inadequate access to legal materials. Because the plaintiff is a "prisoner," the Court must screen his complaint before service on the defendants. 28 U.S.C. 1915A(a), (c). Mr. Taylor makes no such allegation. Accordingly, his claim is dismissed for failure to state a claim on which relief can be granted. Also, any claim for injunctive relief is dismissed as moot. Mr. Taylor is no longer at the Marion County Jail, and his claims for injunctive relief are specific to that institution, so they are moot. Mr. Taylor brought this action without prepaying the $400 filing fee or seeking in forma pauperis status. He shall have through September 20, 2019, to pay the fee or demonstrate his financial inability to do so. The clerk is directed to send Mr. Taylor a form for seeking in forma pauperis status with his copy of this Order.
