ORDER - Nathan Wirtz has filed an Emergency Petition for an Injunction and a Writ of Mandamus, which the Court construes as a complaint. Dkt. 1. The complaint alleges that the Court has jurisdiction because the United States is a defendant, but it does not allege why venue is proper in the Southern District of Indiana. Mr. Wirtz SHALL FILE a statement explaining why venue is proper in this district by February 14, 2020. Mr. Wirtz IS RESPONSIBLE for proper service of the complaint on Defendants. See Fed. R. Civ. P. 4. If Mr. Wirtz chooses to pursue injunctive relief, he must file a motion specifying the type of relief sought and the factual and legal basis for it. See Fed. R. Civ. P. 65.
