The complaint alleges that the Court has jurisdiction because the United States is a defendant, but it does not allege why venue is proper in the Southern District of Indiana. Mr. Wirtz SHALL FILE a statement explaining why venue is proper in this district by February 14, 2020. Mr. Wirtz IS RESPONSIBLE for proper service of the complaint on Defendants. See Fed. R. Civ.
