July 28, 2021 Opinion or Order Filing 3 ORDER TO SHOW CAUSE - The petitioner's petition for writ of habeas corpus challenges his detention in Monroe County, Indiana. He filed his petition pursuant to 28 U.S.C. 2241. He states that he does not know why he is being detained. The case numbers he provides are protective order cases that do not appear in Indiana's online docketing system. The petition indicates that the petitioner has not challenged his detention in Indiana state court. it appears the petitioner has not exhausted his state court remedies. The petitioner shall have through August 30, 2021, in which to show cause why his petition should not be dismissed for failure to exhaust state court remedies.The petitioner shall also have through August 30, 2021, in which to either pay the $5.00 filing fee for this action or demonstrate his financial inability to do so. The only proper respondent in a habeas action is the petitioner's custodian. Therefore, the clerk is directed to update the docket to substitute the Warden of Monroe County Jail for the currently named respondent, as shown in the caption of this Order.
