ORDER Denying Motions for Leave to Proceed In Forma Pauperis - Plaintiff's motions for leave to proceed in forma pauperis, dkts. #2 and #16 , are denied. Pursuant to the payment formula in 28 U.S.C. 1915(b) and Plaintiff's current trust account balance, he is not eligible to proceed in forma pauperis.
