January 8, 2019 Opinion or Order Filing 4 Order Granting Motion for Leave to Proceed In Forma Pauperis, Screening and Dismissing Complaint, and Directing Plaintiff to Show Cause - The Court has (1) granted Mr. Winn's motion for leave to proceed in forma pauperis, (2) directed that an initial partial filing fee of $38.88 be paid no later than February 11, 2019, (3) screened and dismissed the complaint for failure to state a claim upon which relief can be granted, and (4) allowed Mr. Winn through February 11, 2019, in which to show cause why this action should not be dismissed and final judgment entered or, alternatively, file an amended complaint containing a viable access to the courts claim. Finally, Mr. Winn is under an obligation to keep the Court informed of his current mailing address. Should Mr. Winn change addresses, he shall notify the clerk in writing of his new mailing address as soon as practical, but in no event more than thirty days after any such change. SEE ORDER.
