Filing 3 Order Concerning Filing Fee, Screening and Dismissing Complaint, and Directing Plaintiff to Show Cause - In conclusion, the plaintiff shall have through November 23, 2020, in which to (1) either pay the $400 filing fee to the clerk of the district court or to demonstrate his inability to do so by seeking leave to proceed in forma pauperis, and (2) file an amended complaint containing viable constitutional claims against suable persons and/or a policy, practice, habit, or custom claim against a suable entity. The failure to complete both requirements by the stated deadline shall result in the dismissal of this action and entry of final judgment without further notice. The clerk is directed to send the plaintiff a form for requesting leave to proceed without prepayment of the filing fee and a civil rights complaint form.SEE ORDER.
