ORDER: 1) Kipi's #3 Motion for Leave to Proceed in forma pauperis is GRANTED; 2) the financial documentation filed by Kipi indicates that lacks assets to pay the initial partial filing fee and it therefore DEFERRED; 3) the Clerk shall open and account in Kipi's name. The clerks shall complete the Form 525 with (a) Kipi's name, (b) his inmate number and (c) this case number. The clerk shall serve this and the Notice of Payment form upon the Jailer/Warden of the institution where Kipi is currently confined and upon the Office of General Counsel for the Dept of Corrections in Frankfort, KY; 4) each month Kipis custodian shall send the clerk a payment equal to 20% of his income for the preceding month but only if that amount exceeds $10.00 until the entire $350.00 is paid in full; 5) Kipi must immediately advise the Clerk of any change in his mailing address.
