Filing 7 ORDER: 1. Collins's motion for leave to proceed in forma pauperis [R. #3 ] is GRANTED. Payment of the $52.00 admin fee is WAIVED. Collins must pay the $350.00 filing fee as set forth. 2. W/in 30 days from the entry of this Order, Collins must pay $5.12 as an initial partial filing fee. 3. The Clerk of the Court shall open an account in Collins's name for receipt of the filing fee. The Clerk shall complete a Notice of Payment Form EDKy 525. Clerk shall send a copy of Order and the Form to the Ward where Collins is confined. 4. Collins's custodian shall send the Clerk a payment each month from his inmate trust fund account. 5. Deputy Clerk shall prepare three "Service Packets," to be served upon each of the three named defendants. 6. Clerk shall send Packets to USMS in Lex, KY and note date of delivery in docket. 7. USMS shall personally serve Service Packets at Laurel County Detention Center through arrangement w/ officials at that institution. 8. W/in 21 days of being served, defendants must answer the complaint. 9. Collins must advise the Clerk of any change in mailing address, if he fails to do so, the Court will dismiss the case. 2..
