MEMORANDUM OPINION AND ORDER by Judge Greg N. Stivers on 10/23/2018. The Clerk of Court is DIRECTED to substitute Warren County for WCRJ as the Defendant. Plaintiff's claims based upon a denial of access to the Courts, denial of medical care, and failure to respond to grievances, the failure to follow state law and/or policy for habeas relief are DISMISSED. Within 30 days from the date of this Memorandum Opinion and Order Plaintiff may file an amended complaint. The Clerk o f Court is DIRECTED to send Plaintiff a pro se Prisoner Handbook and to place the case number and "Amended" on it.
