McKinley, Jr. on 9/22/2017: The claims against the named Defendant, the United States of America, are DISMISSED pursuant to 28 U.S.C. § 1915A(b)(1) for failure to state a claim upon which relief may be granted. within 30 days from the entry date of this Memorandum Opinion and Order, Plaintiff may file an amended complaint which names as Defendants employees of the jail and police department who allegedly violated his rights at the time of his arrest or while incarcerated. Plaintiff should sue these Defendants in their individual capacities and explain how each Defendant personally took actions that allegedly caused the deprivation of his constitutional rights. Plaintiff sho uld also submit a completed summons form for each named Defendant within the same 30-day period. The Clerk of Court is DIRECTED to send Plaintiff a § 1983 complaint form with this case number and the word Amended affixed thereto, as well as six blank summons forms. cc: Plaintiff (pro se) w/ forms, counsel (JBM)
