MEMORANDUM OPINION AND ORDER by Senior Judge Thomas B. Russell; Upon initial screening, IT IS ORDERED that Plaintiff's claims under § 1983 based on alleged violations of the First Amendment, claims under § 1985, and claims under the Ci vil Rights Act of 1964 are DISMISSED pursuant to 28 U.S.C. § 1915(e)(2)(B)(ii) for failure to state a claim upon which relief may be granted.
