ORDER - Before the Court is the Complaint/Petition for Appointment of Neutral Umpire (rec. doc. #1 ) filed by Garrison Property & Casualty Insurance Company. Under the CMO, the undersigned has the authority to appoint a neutral umpire in lawsuits filed in this District and covered by the CMO. There is no lawsuit between Plaintiff and Defendants in this Court, as this is solely a miscellaneous and not a civil action. There is thus no CMO applicable to this miscellaneous action, and the undersigned has no authority to appoint a neutral umpire.
