Judge Douglas P. Woodlock: MEMORANDUM AND ORDER entered granting in part and denying in part 12 Motion to Dismiss; granting in part and denying in part 14 Motion to Dismiss; granting in part and denying in part 16 Motion to Dismiss; the moti ons to dismiss are granted as to the claims of the plaintiff organizations but denied as to the claims of plaintiffs Fletcher and Pryal. Granting 23 Motion for Summary Judgment based upon the conclusion that the Massachusetts firearms regulatory r egime, as applied to the individual plaintiffs, contravenes the Second Amendment and accordingly directing that judgment enter enjoining denial of firearm licenses and permits to them solely on the basis of their permanent resident alien status.
