May 26, 2017	Filing 25 Judge Allison D. Burroughs: ORDER entered. MEMORANDUM AND ORDER. For the reasons discussed above, Abrahams' petition for a writ of habeas corpus [ECF No. 1] is hereby DENIED. The district court must issue or deny a certificate of appe alability when it enters a final order adverse to a habeas petitioner. Rules Governing Section 2254 Cases, R. 11(a). Because Abrahams has not made a substantial showing of the denial of a constitutional right, 28 U.S.C. § 2253(c)(2), the Court declines to issue a certificate of appealability here. So Ordered. (See attached Order) A copy of this Order has been mailed to the Petitioner. (Montes, Mariliz)
