Filing 6 Magistrate Judge Donald L. Cabell: ELECTRONIC ORDER entered. The motion for leave to proceed in forma pauperis #2 is granted. The plaintiff is responsible for serving the complaint and summons in accordance with Rule 4 of the Federal Rules of Civil Procedure and Local Rule 4.1 within 90 days of the date the summons is issued. If so asked by the plaintiff, the United States Marshals Service shall complete service as directed by the plaintiff with all costs of service to be advanced by the United States. The plaintiff is responsible for providing the United States Marshals Service all papers for service. Counsel for the plaintiff must also comply with the Notice and Procedures regarding Consent to Proceed before the Magistrate Judge, the link to which may be found in docket entry 3 . Although the plaintiff's counsel has consented to the jurisdiction of the magistrate judge #5 , the plaintiff's counsel is also responsible for communicating with the defendant's counsel regarding the same and ensuring that the Court is notified whether both parties consent to the jurisdiction of the magistrate judge or if any party declines to consent.
