MEMORANDUM AND ORDER. (See Full Order.) IT IS HEREBY ORDERED that Plaintiff's official capacity claims against Defendants are DISMISSED. IT IS FURTHER ORDERED that Defendants' motion for summary judgment 55 is GRANTED in part and DENIE D in part. Summary judgment is granted as to Defendant's section 1983 claims arising from the confiscation of his prayer rug and denial of his request for congregational prayer.
