OPINION MEMORANDUM..For the reasons discussed, the ALJ's RFC determination is not based upon substantial evidence on the record as a whole and this matter will be reversed and remanded. Because this issue is dispositive, the Court does not reach Welchs additional arguments regarding Listing 14.02, her depression, or her obesity. Upon remand, the ALJ shall properly consider the opinion evidence; obtain additional medical evidence regarding Welch's limitations if necessary; consider whether Welchs condition meets or equals the requirements of Listing 14.02; and formulate a new RFC based on the record as a whole.
