September 27, 2021 Opinion or Order Filing 2 ORDER by Judge Nanette K. Laughrey. Plaintiff's motion for leave to proceed in forma pauperis, Doc. #1 , is DENIED. Plaintiff's pleading is not easily understood, but what little can be deciphered suggests that Plaintiff's suit is frivolous. This conclusion is bolstered by the fact that Plaintiff has filed tens of similar cases in federal courts across the country, with no success. See, e.g., Clervrain v. Schimel, No. 20-538, 2020 WL 1975121, at **12 (E.D. Mo. Apr. 24, 2020) (denying Clervrain's motion for leave to proceed in forma pauperis, noting that his complaint was "difficult to decipher" and "[m]ultiple district courts have denied plaintiff Manetirony Clervrain in forma pauperis status"); Clervrain v. Coraway, No. 18-819, Doc. 3 (N.D. Tex. Nov. 9, 2018) (noting that plaintiff Clervrain had filed motions with various courts that "contain[ed] a lot of legal labels but their few factual assertions are not sufficient to determine whether Clervrain has alleged a plausible claim for relief"); Clervrain v. Porrino, No. CV 21-5462, 2021 WL 4129481, at **13 (D.N.J. Sept. 8, 2021) (granting Clervrain's motion to proceed in forma pauperis, but dismissing the matter pursuant to 28 U.S.C. 1915(e)(2)(B), noting that "Plaintiff's submissions consist of seemingly random citations to statutes, regulations, and case law with no apparent connection to any cognizable legal claims"). In light of the lack of cognizable claims, the Court denies the motion for leave to proceed in forma pauperis. See Foy v. Bilderbergers, No. 16-CV-0454, 2016 WL 11486912, at **12 (D. Minn. Mar. 17, 2016) (noting that "an IFP application will be denied, and the action will be dismissed, when an IFP applicant has filed a complaint that fails to state a cause of action on which relief may be granted"), report and recommendation adopted, No. CV 16-454, 2016 WL 2621952 (D.
