The Court GRANTS the Government's Motion to Dismiss Helen Wong as a defendant and GRANTS the Motion to Dismiss Count III Constitutional Right to Privacy. The Court GRANTS the M otion to Dismiss Count I Federal Tort Claims Act Invasion of Privacy. The Court DENIES the Government's Motion to Dismiss Count II Government Disclosure of Private Identifying Information.
