Filing 66 MEMORANDUM AND ORDER granting 60 the Plaintiff's Motion for Leave to Appeal in forma pauperis; denying 62 the Plaintiff's Motion to Appoint Counsel without prejudice to reassertion before the Eighth Circuit and Denying 63 the Plaintif f's Motion for Transcripts.
