ORDER granting in part and denying in part Defendants 16 Motion for Summary Judgment; Defendants' 16 Motion for Summary Judgment in favor of Defendants Armendariz and Horak is DENIED as to Plaintiff's Fourteenth Amendment claim under Count I.
