Filing 3 ORDER - Petitioner Christopher Duncan's application to proceed in forma pauperis (ECF No. #1 ) is denied without prejudice. The Clerk of Court is directed to send Duncan a blank copy of the IFP application for incarcerated litigants (attached hereto for distribution to Petitioner by HDSP law library). Initial screening of Duncan's petition for writ of habeas corpus (ECF No. #1 -1) is deferred until such time as he has fully complied with this order. Within 45 days of the date of this order, Duncan must file an IFP application that includes a: (a) financial certificate signed by Duncan and an authorized prison official, (b) financial declaration and acknowledgement signed by Duncan, and (c) copy of Duncan's inmate account statement for the six-month period prior to filing or pay the $5.00 filing fee within 45 days (IFP or filing fee due by 9/23/2022).
