Petitioner must file a complete IFP application or pay the $5 filing fee by March 1, 2021. Petitioner must file an Amended Petition on the Court's form by March 1, 2021. The initial screening of the Petition under the Rules Governing Section 2254 Cases in the United States District Courts and consideration of the Motion to Stay Habeas Petition (ECF No. #1 -2) and Motion for Appointment of Counsel (ECF No. #1 -3) are deferred to until such time as he has fully complied with this order. Petitioner's failure to comply with this Order by the March 1, 2021 deadline will result in the dismissal of the Petition without prejudice and without further advance notice.
