MEMORANDUM AND ORDER. For the reasons stated in the attached Memorandum and Order, the Court finds that it possesses subject matter jurisdiction over this petition and declines to grant habeas corpus relief as to any of Petitioner's claims. The Court denies a certificate of appealability for all claims.
