MEMORANDUM AND ORDER denying 18 Commissioner's Motion for Judgment on the Pleadings; granting 20 Plaintiff's Motion for Judgment on the Pleadings. For the reasons discussed in the attached Memorandum and Order, the Commissioner's motion for judgment on the pleadings is denied and Plaintiff's cross-motion for judgment on the pleadings is granted. The Commissioner's decision is vacated, and this action is remanded for further administrative proceedings pursuant to the fourth sentence of 42 U.S.C. § 405(g).
