MEMORANDUM DECISION AND ORDER dated 9/14/20 that defendants' motions to dismiss 37 and 49 are granted in part and denied in part. Plaintiff's federal claims against defendants are dismissed with prejudice, and his state law claims aga inst the City and John Doe are dismissed without prejudice. The Clerk shall enter judgment accordingly. The Court certifies pursuant to 28:1915(a)(3) that any appeal from this order would not be taken in good faith and therefore in forma pauperis status is denied for the purpose of an appeal.
