The plaintiff must then serve the defendant in accordance with the instructions in the document affixed to this order and Federal Rule of Civil Procedure 4. If the plaintiff does not properly serve the defendant, the U.S. Marshals will effect service when they are reinstated. The Court will set a briefing schedule when the defendant is served properly.
