MEMORANDUM AND ORDER granting 12 Motion to Dismiss for Failure to State a Claim; granting 12 Motion to Dismiss for Lack of Jurisdiction; denying 13 Motion to Disqualify Judge. For the foregoing reasons, Plaintiffs' motion for recusal i s DENIED, Defendants' motion to dismiss is GRANTED and Plaintiffs' Complaint, except for any state law claims, is DISMISSED WITH PREJUDICE. Furthermore, if Defendants intend to file a motion for attorneys' fees, they must do so within thirty (30) days of the date of this Memorandum and Order. The Clerk of the Court is directed to serve a copy of this Memorandum and Order on the pro se Plaintiffs and mark this matter CLOSED. So Ordered by Judge Joanna Seybert on 9/18/2013.
