August 21, 2019 Opinion or Order SCHEDULING ORDER: Upon review of the in forma pauperis application, the Court finds that plaintiff's financial status qualifies plaintiff to commence this action without prepayment of the filing fee. See 28 U.S.C. 1915(a)(1). Accordingly, plaintiff's application to proceed in forma pauperis is granted. The United States Marshals Service is directed to serve the complaint on defendant. Defendant shall serve the administrative record on plaintiff by November 1, 2019, but shall not file the record on ECF until the motion is fully briefed. Defendant shall serve a motion for judgment on the pleadings, by January 1, 2020; Plaintiff shall serve a response to Defendant's motion, and any cross-motion, by March 1, 2020; and Defendant shall serve its reply and file the fully briefed motion, including the administrative transcript, on ECF, by March 21, 2020.
