Filing 108 MEMORANDUM OPINION AND ORDER: For the foregoing reasons the Court adopts the Report in its entirety. Defendants motions to dismiss ( 41 , 43 , 45 , 47 , 56 , 57 , 95 ) are granted, and the federal and constitutional claims in the complaint are dismissed with prejudice. The Court declines supplemental jurisdiction over plaintiffs state law claims. Furthermore plaintiffs motions for default judgment, 77 , for sanctions, 81 , for recusal, 31 , and to vacate the Court's denial of reconsideration, 79 are denied.
