His petition pursuant to 28 U.S.C. Section 2255 is therefore denied. As petitioner ha s not made a substantial showing of the denial of a constitutional right, a certificate of appealability will not issue; To the extent Roman seeks further relief in the Court of Appeals, he may do so in forma pauperis.
