ORDER: Adopting REPORT AND RECOMMENDATION: for 18 Report and Recommendations. Having reviewed Magistrate Judge Parker's thorough and well-reasoned Report, to which no objection has been made, the Court finds no clear error. Therefore, the Co urt adopts the Report in its entirety. Accordingly, the Court denies Plaintiff's motion for summary judgment and grants Defendant's motion for judgment on the pleadings. The Clerk of Court is respectfully requested to enter judgment in favor of Defendant and to close this case. This Order resolves docket entry nos. 11 and 16. SO ORDERED.
