Filing 2 LETTER addressed to Judge Cathy Seibel from James H. Brady, dated 4/22/21 re: I need to politely insist that you do not permit yourself to be replaced unless you can provide a reason on the record why you would feel the need to have to recuse yourself. Secondly, I picked the White Plains Courthouse in the past several cases, and mysteriously and without explanation or justification the cases were moved away from the randomly assigned judges from the White Plains Federal Courthouse to the Manhattan Courthouse etc. To be very clear, what I am requesting is that, if for any reason, you feel the need to recuse yourself, I would want the opportunity to go to the White Plains Court house and watch another judge be randomly assigned.
