Filing 16 TEXT ORDER: On October 28, 2019, this Court issued a Decision & Order #15 denying Plaintiff's motions for a preliminary injunction #3 and to expedite #5 , and denying Respondents' motion to stay #9 . Still pending is Respondents' motion to dismiss #13 . Because this litigation will not be proceeding at an expedited pace, and given the convoluted motion practice that has already occurred, the Court concludes that the better and fairer course is to order full briefing on the merits of the petition at a normal pace. Accordingly, Respondents' motion to dismiss #13 is DENIED WITHOUT PREJUDICE. Respondents shall file an answer and response by 12/16/2019. In their answer and response, Respondents may re-raise the arguments raised in the motion to dismiss. Petitioner may file a reply within 25 days thereafter. SO ORDERED. Signed by Hon. Frank P.
