MEMORANDUM OPINION, ORDER AND RECOMMENDATION OF UNITED STATES MAGISTRATE JUDGE L. PATRICK AULD, signed 12/19/14 RE: 1 APPLICATION to Proceed IFP, 3 Complaint filed by KENNETH O.
