MEMORANDUM OPINION, ORDER AND RECOMMENDATION OF UNITED STATES MAGISTRATE JUDGE L. PATRICK AULD, signed 12/16/2014, re: 1 Application to Proceed IFP and 2 Complaint filed by RONALD SATISH EMRIT.
