| TEXT ORDER and RECOMMENDATION granting #1 Application to Proceed IFP for the limited purpose of allowing consideration of this recommendation of dismissal of this action under 28 U.S.C. s 1915(e)(2)(b). In #2 Complaint, Plaintiff has sought injunctive relief and damages from a state court judge under 42 U.S.C. s 1983 for alleged violation of the Fourteenth Amendment, because that state court judge denied Plaintiff's petition for judicial review.
