Memorandum Opinion and Order granting Defendants' Motion For Summary Judgment (ECF#53)as to Plaintiff's 1983 claims. Judgment is entered in Defendants' favor on Counts One and Two of the Complaint. The Court declines to accept supplemental jurisdiction over the state law claims set forth in Counts Three and Four of the Complaint. Those claims are, therefore, dismissed without prejudice.
